Using new and innovative technologies, numerous substances or mixture materials are being produced or formulated. Some of these materials may be energetic and can pose a risk to health, safety, or property. When a new energetic and hazardous material or mixture is produced or formulated, specific requirements for the safe transportation and handling such substances must be followed.
The following highlights topics for some of the regulatory requirements related to safe handling and transportation safety. It is intended to provide general guidance only, but does not address many of the specific provisions and exceptions. It should not be used as a substitute for the regulations to determine compliance.
The comprehensive regulations that govern transportation-related activities apply to each person who performs, or causes to be performed, functions related to the transportation of the materials. Scientists, researchers and engineers, and their agencies may transport the materials for additional studies and end use. They are all considered as the shipper and must comply with the applicable regulations.
