Abstract: The international widely-acknowledged process safety management philosophy (PSM) and its related elements emphasize the importance of employee training in the safety management of chemical processes. Currently, the Chinese chemical industry is at a critical period of transformation and upgrading. The shortage of front-line employees and insufficient capability issues in chemical enterprise have become constraints on the development of the chemical industry. The prominent "labor shortage" issue and the urgent demand for talents with chemical professional operation skills urgently require a systematic, professional, and targeted holistic training solution.

In response to this situation, this article deeply analyzes the characteristics of accidents in the chemical industry, combines the basic capacity and quality of practitioners with the characteristics of learning, and designs a "Knowledge, Skills, Proficiency" (KSP solution) training model and knowledge structure for chemical enterprises in China. The holistic training solution has professional and systematic content, and the training method follows organizational behavior theory, promoting employees' active participation through various communication methods. The training content applies the talent capability assessment ASK model, combines accident cases, process characteristics, regulatory standards, and lists knowledge indicators to construct a knowledge structure. The "KSP" training model has shown significant results in some central enterprises, state-owned enterprises, and private enterprises, and is expected to propose an effective route for the capability improvement of front-line employees in global chemical enterprise.
