(57c) Quantitative Risk Analysis: A Comparison between the EU and US Experiencesby David L Russell PE, Aspglobal Environmental Operations, Inc. Lilburn, GA, 30047

Quantitative Risk Assessment is the art and science of being able to put reasonable numbers on the likelihood of industrial process risk. QRA is a mature science in Europe, but not so much in the US. QRA also requires the utilization of good failure databases and scenario analysis software. The paper will discuss how we got to see QRA as an important topic and provide links and tools for performing a good QRA. Some reasonably available failure rate data will also be presented along with their sources.

The QRA requirements from Singapore were developed in concert with some of the EU practitioners and may represent the future of what is required for existing and new facilities. They will be discussed, along with the Colored Books (EU origin) on the evaluation of Risk Assessments. The paper will highlight how Loss of Containment and leaks from existing and mobile facilities may impact communities.
