(27a) Building a Solid and Resilient Safety Culture through Four-Layer Risk Management and the G-Mirm Methodology in the Logistics and Port Area - Ultracargo
The four layers of risk management proposed include:
Strategic level (priority risks, based on critical events and Bow Ties): Alignment of risk management with the organization's strategy, establishment of clear policies and objectives, and definition of roles and responsibilities.
Tactical (dynamic risks): Implementation of risk management level tools and methodology, such as HAZOP and hazard analysis, and development of action plans to mitigate identified risks.
Operational level (non routine and routine tasks and face to face with risk): Integration of risk management into daily activities, continuous monitoring of performance indicators and carrying out audits to ensure compliance.
Cultural level (journey of maturity and continuous improvement): Promotion of a proactive safety culture, encouraging the participation of all employees, open communication and continuous learning.
The G-MIRM methodology, in turn, offers a structured framework to assess the maturity of the organization's security culture and identify existing gaps. Through the application of G-MIRM, it is possible to map the organization's maturity journey, establishing clear goals and indicators for each stage, as well as establishing evolution actions at culture levels.
The integration of the four layers of risk management with the G-MIRM methodology allows for a change of mentality through:
Strategic alignment: Ensure that risk management is aligned with the organization's strategic objectives.
Systemic approach: Consider all aspects of safet, from the strategic to the operational level.
Continuous improvement: Promote continuous improvement of the safety culture through the evaluation and adjustment of implemented actions.

In short, this study demonstrates that combining four-layer risk management with the G-MIRM methodology is an effective approach to building a strong and resilient safety culture.
