(101b) CO2 Transportation Pipeline – a Hybrid Land Use Planning Approach

Addressing this critical safety issue during the early design stages is essential, as it may impact the pipeline route to avoid potential populations. However, in practice, segregating hazardous industries from populated areas is not always feasible. Therefore, a formal type of land use planning (LUP) is deemed necessary to assist in zoning decisions. Rapid population growth and urbanization often prompt the consideration of a risk-based LUP, as it has the potential to facilitate a more efficient use of land in proximity to pipelines. However, the success of risk-based approaches crucially depends on the use of appropriate data, assumptions, methods, and the inherent uncertainty within key variables. Conversely, the deterministic approach, while simple and relatively easy to implement, may be overly pessimistic, resulting in unnecessary restrictions on developments.

Risktec will, through a case study, demonstrate the methodology in practice, how this was undertaken, where issues were encountered, and how the approach assisted with project and risk-based decision making.
