2025 Spring Meeting and 21st Global Congress on Process Safety
(125a) Review of 2024 Epa RMP Regulatory Updates
Author
The United States Environmental Protection Agency (EPA) finalized new regulations associated with the Risk Management Program (RMP) in March of 2024. These new regulations place additional requirements on all covered facilities. Those facilities in NAICS codes 324 (petroleum and coal products manufacturing) and 325 (chemical manufacturing), and those facilities with a reportable release in the last 5 years, are subject to stricter requirements. The new regulations fall into the following categories:
- Process Hazard Analyses (PHAs)
- Compliance Audits
- Employee Participation
- Hot Work Permits
- Emergency Response
- Availability of Information to the Public
In this session, we'll take a deep dive into each topic and requirement, focusing on the implications to covered facilities in each Program Level (1, 2, and 3). We'll discuss methods to comply with each new regulation, steps that facilities should take immediately, and implementing a plan to meet the requirements based on the timeframe laid out in the regulation.
