(58c) The Process Safety Evaluation System of the China Chemical Safety Association (CCSA)

The ultimate target of safety management is to prevent accident, which is also the concept that the China Chemical Safety Association (CCSA) has always been insisting on. To make the chemical facilities further understand their process safety management deficiency, systematically improve their key units’ safety management level, the Process Safety Evaluation (PSE) System of CCSA was established based on its supervision practice and theoretical research of more than a decade. With the dissection of typical accidents in chemical industry, 41 elements of safety management system are determined to be directly related to accidents, which concerns 86 safety management requirements. With reference to PSE experience of outstanding companies and agencies, based on supervising experience and innovation of CCSA, evaluation protocol of 152 checking items is composed, verifying the implementation of the 86 safety management requirements, inspecting the actual state of 4 risk sources: safety management basis, risk identification, operational error and equipment failure, giving quantitative scores to the 4 risk sources and specific management elements, to systematically evaluate the process safety management state of the facilities, and provide precise and effective suggestion for safety management improvement.
