On-line and off line plant data, process flowsheet simulators and CFD are synergistically integrated for development of operating policies for waste water treatment plants. The waste water plants have long residence times, highly variable influent rates plus their compositions, and complex kinetics as well as hydrodynamics. The data gaps and flowsheet model shortcomings were consolidated using computational fluid dynamics while influent data analysis utilized neural nets. The methodology is applied to development of operating policies of a Hillsborough County waste water treatment plant.
