(57bx) Prioritisation Methodology of Actions of Integrated Management System Based on Analytic Hierarchy Process in Accordance with Brazilian Legislation

This article aims to present the structure of some hierarchical analysis methodology of the Brazilian legislation so that offshore companies may meet these legal requirements in a structured manner, without directly impacting on their business performance.
The main pillar of this study is the Brazilian legislation, which is either completely unknown to the offshore segment foreign entrepreneurs or often misunderstood by the national ones. The main legal requirements considered in this study are related to environmental, safety and health of workers; quality, process safety and risk management, all under the management of certain bodies and organizations from which we can highlight: The Ministry of Labour and Employment, The National Petroleum and Gas Agency, CONAMA, The Navy and The Brazilian Association of Technical Standards.
The establishment of a hierarchical methodology for the implementation of the relevant legislation is a critical pillar for a management system to be implemented in a concise and consistent manner. This is so because, despite the hierarchy of the legislation, no legislation can be neglected by the corporate world, since each legislation has its goal which controls a different step of a project.
The hierarchization methodology used as the basis of this study is a major mathematical model available in the literature that is the Analytic Hierarchy Process (AHP) used by some enterprises as decision-making tool. The expected result is that companies in the offshore segment can use this study as a basis for assessing their business from different angles in relation to their Brazilian legal aspects and consolidate information aimed a better monitoring of performance indicators and identify opportunities for improvement in the development and implementation of internal operational processes and procedures.
