(57bf) The Difficulty and Prospect of the Development of Quantitative Assessment Technology in the Field of Chemical Safety in China

Abstract: With the increasingly high demand for safety of chemical industry quantitative assessment technology has been widely recognized in chemical industry safety field because of its more accurate assessment results. Nowadays many existing quantitative assessment techniques,(such as quantitative risk assessment (QRA), reliability assessment, safety integrity level assessment (SIL) .etc)have been gradually introduced into the filed of China chemical safety to provide more assistance for the risk management of chinese chemical enterprises. However, some basic data of the quantitative assessment on chemical industry in China are lost due to the lack of systematic statistical analysis of data( such as equipment failure data, accident event data .etc), which leads to the situation that our country often adopt foreign related data when conducting a quantitative assessment. In result, results of quantitative assessment are out of their authenticity. In addition, because there is no more specific and more operational assessment guidelines for the part of quantitative assessment techniques issued in our country, it also affects the accuracy and scientific of the results. According to analyzing some misunderstandings and difficulties in chinese chemical safety field when carrying out the quantitative assessment technology, the paper puts forward some suggestions on the change and improvement of related industries to make quantitative assessment technology to provide greater help for the development of chemical safety field in China.
