(57be) Implementation of PSM in an optimized manner among Chemical Manufacturing Enterprises in China

process safety management (PSM) is an advanced methodology regarding prevention and control of major industrial accident worldwide and an important basis for enterprises to timely eliminate potential safety hazard, prevent accident and establish safety long-term mechanism, which can not only help build safe & normative working environment, but also be conducive to promoting enterprises’ image and improving staffs quality.

This paper will categorize chemical manufacturing enterprises in China and split them into large state-owned enterprise, wholly foreign-owned and joint-venture enterprise, as well as small and medium sized enterprise in a manner to combine the current safety management status of chemical manufacturing enterprises nationwide, fundamentally analyze difficulties and area for improvement during implementation of process safety management by different kinds of chemical manufacturing enterprises against all elements of process safety management, and then put forward optimum strategy & scheme with Chinese characteristics and in down-to-earth way for chemical manufacturing enterprises to implement process safety management in manner of relying on significant amount of data arising from hidden danger inspection at site by China Chemical Safety Association with the help of empirical method like diagram method and comparative analysis.
