(64u) Achieving Flare Risk Analysis Consistency through Auditing

A study was conducted to assess how PHAs in a large petrochemical complex evaluated the hazards of elevated flares. A total of twelve PHAs encompassing seventeen different elevated flare systems that utilized the layer of protection analysis (LOPA) methodology were evaluated.  Based on this study a guideline was created that outlines typical hazard scenarios, initiating events, and potential safeguards that could be applied to prevent or mitigate the hazards.

The guideline generated from this study can be used to audit PHAs to determine if hazards and initiating events are adequately considered. The guideline can also be used to evaluate whether initiating event frequencies and risk reduction factors (credits) applied to safeguards were within an acceptable range.  The guideline can be used not only as a tool for auditing existing PHAs but can be used as a reference for future PHAs in facilitating discussion on what hazard scenarios should be considered along with what safeguards may be applicable.
