As the title of this paper suggests, the integration of different management systems is similar to a nuclear fusion reaction - large amounts of energy and expertise are required to make the process work and be sustainable. Traditionally, organizations have had isolated and separate management systems for health, safety, and environment. Individually each can stand alone and function well, but in reality there are a lot of common elements within the different disciplines. As well there is a lot of synergy between them that when integrated together they can form a robust and effective management system.

This paper will:

? Outline the evolution of the health, safety (occupational and process) and environmental management systems at Talisman.

? Describe the scope, objectives and development plan for an integrated HSE management system.

? Document the challenges experienced, the implementation strategy, and lessons learned from the initial steps in implementing a fully integrated HSE management system.

Talisman began a number of broader corporate HSE improvement initiatives in 2007, including a global review of process safety management system, development of a new corporate HSE policy, and a comprehensive review of the Company's global HSE structure and management systems. The end goal was to deliver a stronger corporate HSE function and improved standardization of key HSE management system and processes worldwide, to ensure safe, profitable growth.

To achieve our objectives in a structured way, Talisman has developed an HSE management system, which integrates the disciplines of health, occupational and process safety, and environment into one system. The integrated management system was derived from a basic quality model, driven by key management processes, and containing industry best practices (i.e. CCPS's risk based process safety, ISO 140001, ISO 180001) as well as Talisman's experience to better manage the risks of major incidents. The challenges and lessons learned from the initial implementation stages have highlighted the complexity and significant effort required to integrate management systems. Some of the challenges discussed are:

? the strong established culture in various regions

? the impact of diverse regulations in the different operating areas around the world

? functional silos

? effective integration of an established management system with current best practice; and

? the competing objectives from a multi-disciplinary approach.

Talisman Energy is a global, diversified upstream oil and gas company, headquartered in Canada. The company was formed in 1992 from the divesture of Canadian oil and gas assets by British Petroleum. Since 1992, the company has grown mainly through mergers and acquisitions. Initially, oil and gas operations were solely in Canada. Today, operations include North America, the North Sea and Southeast Asia. In addition, new countries entries such as Colombia, Peru, Poland, and Kurdistan round up the strategic portfolio of holdings.
