(25b) Natural Infrastructure Capabilities Requirements Management

Military and industrial installations were traditionally located well away from population centers. In the last 30 years, however, population growth has moved the public into closer proximity to military installations (natural infrastructure shrinking), and the growth of environmental laws and regulations has imposed restrictions on what can be done on and around these installations (regulations increasing). NICRM identifies and quantifies infrastructure capability to support the military mission, thus enabling a logical, planned approach to encroachment prevention. Environmental management's focus has changed from being compliance oriented to focusing on mission needs (i.e., directly supporting operational capability) with compliance inherent.
