(154b) Utilization of the Project Management Contractor (PMC) Approach

In today’s resource-constrained capital project execution environment, chemical industry Owners are considering outsourcing their Owner project management responsibilities to contract service organizations for their major capital projects.  This function includes: day-to-day management of the project from an Owner’s perspective, technical review services, providing independent project review and assurance review services, conducting process safety reviews, project control support, procurement and contract administration services, etc.  Most recently, Owners have been utilizing the service of traditional engineering contractors for this support.  This paper will provide the benefits and pitfalls of applying this project execution approach.
