(99a) The Use of "Anomalous Points" of Electrolyte Solutions

The Use of Anomalous Points of Electrolyte Solutions in Creation of Industrial Energy Transformers Depending on temperature and concentration, some special conditions of electrolyte solutions (so-called ?anomalous points?) can be met that make the given solution become anomalous. In these anomalous points all kinds of resonance oscillation require a minimum of energy. These conditions are self-regulated. The oscillation of these solutions by means of its concentration or temperature change within the limits of the so-called ?potential pit? is reduced by the solution and it reaches its normal condition. On our theoretical research basis we propose the organization of the initial chemical transformers of information production for the Pavlodar Chemical Plant. Such production does not require high-tech equipment. These transformers can be used as signal sources for environmental monitoring and remediation. Their small size could also be useful. The process of electronic equipping and the final creation of the staff would be possible with the help of the American side. The research needs collaborators to promote it and investors to subsequently develop and produce the technology. Preferable partners might be the New York University, Massachusetts Institute of Technology, and the University California at Los Angeles.
