Abstract
Process safety management system auditing is becoming more
of a business critical function, and as PSM evolves, it is receiving more
attention. Auditing is a key opportunity to validate the process and improve
performance to meet expectations for success. Auditing is more effective if
aligned to organizational design and goals. Many auditing processes provide an
incomplete approach, without consideration of the management system design or
organizational goals.
Considerations such as management model, elements of the
process, if the program is regulatory or performance driven, multiple
performance objectives and key performance indicators should be key
considerations when developing PSM management systems and the associated audit process.

摘要
随着对工艺安全管理的完善和重视，工艺安全管理体系审核正在逐步成为运营业务的核心。有效的审核也提供了检验流程，提高绩效以达到设定目标的重要机会。在审核的过程中，充分考虑组织架构和目标设定将有效提高审核效果。 现阶段，很多审核在设计过程中并没有充分考虑组织架构，管理体系和组织目标的设定，从而影响到审核结论的完整性。
如同管理模型一样，工艺安全模块的建立和改进程序，同样需要强制法规或者绩效考核来推动，设置相应的多重绩效目标和KPI（关键绩效指标）也应当是建立工艺安全管理体系的关键，并应该反映到审核程序中。
