Study On Emergency Management Capability Evaluation Of Chinese Oil Companies' Overseas Emergency Based On The Catastrophe Progression Method

Abstract: According to the fact that the overseas emergencies of our oil companies occurred frequently and emergency management capability is improving, and with the index system construction method, the evaluation index system is established starting from the whole process of emergency management and complying with the process of index construction, which can reflect the emergency management capability level of our oil companies roundly. This index system includes the capabilities of risk pre-warning and control, emergency command, emergency control, incompletion and restoring, and conclusion analysis. Primary index risk pre-warning and control including emergency plan, information collection of potential accidents and information analysis and prediction; Primary index emergency command including personnel training of overseas emergency and emergency decision-making; Primary index emergency control including dynamic assessment of damage, communication and collaboration with the resource countries, regional materials linkage and information acquisition and transmission; Primary index incompletion and restoring including survey evaluation and treatment and psychological intervention and guidance of responsibility; Primary index conclusion analysis including event reason summary analysis ability and disposal process and experience learning. With this index system, the CPM was used to assess the emergency management of our oil companies` overseas accidents. Growing out of the catastrophe theory, the CPM is a kind of comprehensive evaluation method with the advantages of considering the importance of every index relatively, combining the qualitative and quantitative, reducing the subjectivity, scientific and reasonable, and accuracy. The expert scoring method was used to assign the emergency management capability of four types of emergency including natural disaster, kidnap, variation of resource policy and coup. Then the questionnaire was made and the secondary indexes were explained through one to three questions. The workers with the overseas emergency management experience and related experts were invited to grade those questions, and then took the average to acquire the score of each indicator respectively. Based on this and the CPM, the grades of emergency management capability of our oil companies in different accidents were given. The result indicates that the emergency management capability of variation of resource policy is the strongest and that of the coup is the weakest.
