Design of Monorting and Early-Warning System in Chemical Industry Parks Based On Risk Assessment

The hazards in chemical industry parks were classed into two kinds: fixed hazards and transportable hazards, whose definition and content were discussed and distinguished. Statistics of accidents were analyzed to achieve accident process datas, such as material phase,accident damage type and threshold value which initated the accident.The domino effect between fixed hazard- fixed hazard, transportable hazard- fixed hazard and transportable hazard- transportable hazard were studied,thus corresponding domino accident risk assessment models were built. A set of early-warning indices were designed for risk calculation of single hazard accident and domino accidents among different hazards, finally a risk coupling technology was developed to get overall risk of the chemical industry park.Based on that a method was brought to assist construction and lay-out of monitoring hardware system, and gather information as input of risk calculation. Based on the design, a accident monitoring and early-warning system for chemical industry park was established,which consists of indices management subsystem, information gathering subsystem and decision making subsystem.
